Regional Task Force Focuses on Grant Opportunities and Life Skills Training

ELKINS, WV — December 8, 2025 — The Regional Task Force on Homelessness, Addiction, and Mental Health convened last week on December 4 to focus on securing new funding and expanding essential recovery services in the region.

A primary topic was improving access to significant grant funding through the WV First Foundation, which directs opioid settlement funds to local communities for prevention, treatment, and recovery.

Efforts to Secure Opioid Settlement Funding

EPD Chief Bennett reported serving on the Region IV Expert Panel for the WV First Foundation, helping review grant applications before they reach the board of directors. During the discussion, members noted a concerning gap: The last grant cycle received only 26 applications, with none originating from Randolph County.

The Task Force identified key local needs that are eligible for this funding, including:

• Expanding Peer Recovery Support Specialist (PRSS) programs
• Increasing treatment facility capacity
• Developing job skill training for individuals in recovery
• Supporting advocacy centers

To help local organizations overcome barriers to applying, the group discussed available assistance from the WV Grant Foundation, including the use of AI tools and support from Region VII with grant administration.

Building a Foundation for Recovery: Life Skills Training

A central question of the meeting was, “Who is providing life skills training in our community?” This training is a critical component for those committed to their long-term sustainable recovery, helping individuals rebuild stability and independence.

Reports highlighted two potential pathways:

1. RCHA’s YouthBuild Program: While focused on youth, its life skills component may offer a model adaptable for adult recovery programs.
2. WV Prevention Solutions: The organization expressed interest in potentially hosting a dedicated “life skills day” in the future.

The Task Force will continue to explore and advocate for the development of these vital services.

Announcements and Next Steps

An update from the Randolph County Housing Authority (RCHA) indicated that HUD (the U.S. Department of Housing and Urban Development) has issued a temporary funding freeze, which could have an impact on housing-related initiatives.

The next meeting of the Task Force is scheduled for January 22, 2025, at 1:00 PM at the Phil Gainer Community Center.
