Streetscape Improvement Plan

The Streetscape Improvement Plan creates a consistent, attractive design for downtown Elkins — including Railroad Avenue, 1st Street, John Street, and Randolph Avenue (State Route 33). These enhancements will:

  • Revitalize the downtown core

  • Attract new businesses and visitors

  • Boost safety and walkability

  • Improve the quality of life for residents

What's Involved with the Plan for the New Streetscape?

The master plan includes analysis, design concepts, a materials palette, and specific recommendations. It also reimagines Tablet Square at the Rail Depot and provides a phased approach the city can implement as funding becomes available.

Current funding status (as of Summer 2026): The City of Elkins is seeking Congressionally Directed Spending and Tax Increment Financing (TIF) to implement the plan.
