Riverfront Plan

The Tygart Valley River runs through the heart of Elkins, but its appeal and accessibility have been limited. To change that, the City of Elkins — in partnership with Woodlands Development Group and the West Virginia Community Development HUB — worked with GAI Consultants to create the Elkins Riverfront Plan.

Community members, city officials, recreation experts, and other stakeholders helped shape the plan through public meetings. GAI Consultants presented the final plan to the city in September 2022.

What the plan includes

  • Vegetation enhancement and management
  • Existing trail improvements
  • New trail development
  • Fishing access points
  • Wayfinding signage
  • Bridge improvements
  • Water access
  • Public art

Focus areas

The plan targets the river from near South Davis Avenue to Flood Control Road, with three detailed focus areas:

  • Focus Area 1: Glendale Park / Wetland Trail / River Bend Park
  • Focus Area 2: Glendale Park Connection
  • Focus Area 3: Rail Depot / River Connection

Estimated costs by phase

  • Tygart Valley River – South (Davis Ave. Bridge to River Bend): $550,000 – $660,000
  • Trail signage and wayfinding: $40,000 – $50,000
  • Trail loops, launch, amenities, and sidewalk connections: $1.8 million – $2.55 million

Funding status: City officials are working with GAI Consultants to explore grant funding opportunities.
