Combined Sewer Overflow
Elkins operates a combined sewer system in full compliance with state and federal permits.
During the most recent reporting period (4th quarter 2025 – 1st quarter 2026), the system experienced 29 wet‑weather CSO events, which are expected during heavy rain.
Four dry‑weather overflows occurred due to specific mechanical and line issues (e.g., a plugged main, a squirrel‑caused power outage, a force main break, and a water line leak). All were identified, corrected, and reported to regulators. These events demonstrate the city’s rigorous monitoring and rapid response to CSO events.
The Nine Minimum Controls (NMC’s)
The City of Elkins Sanitary Board has created the Combined Sewer Overflow Operational Plan (CSOOP), which includes mechanisms and specific procedures to ensure that the nine minimum technology-based controls for combined sewer overflows are followed and activities are properly documented.
The City of Elkins fully implements all nine minimum controls required by our National Pollutant Discharge Elimination System (NPDES) permit.
These nine minimum controls include:

Conduct proper operation and regular maintenance programs – We clean lines, inspect lift stations, and maintain all CSO outfalls.

Maximize use of storage in the collection system – We maintain regulators, backflow preventers, and in‑line storage.

Review and modify the pretreatment program – We inspect grease traps and oil/water separators regularly.

Maximize flow to the treatment plant (POTW) – We use flow meters and rain gauges to avoid unnecessary discharges.

Eliminate CSOs during dry weather – We clean lines, repair leaks, and respond immediately to any dry‑weather overflow.

Control solids and floatable materials – We use trash baskets, catch basin cleaning, street sweeping, and debris screens.

Implement pollution prevention programs – We provide educational pamphlets at City Hall and information on the city website. Pollution prevention is also achieved through routine maintenance (line cleaning, catch basin cleaning, street sweeping) and solids/floatables control. We also offer voluntary yard waste recycling, glass recycling, and fall leaf pickup.

Provide public notification – We post warning signs, publish annual legal notices, and maintain this website.

Monitor CSO impacts and control efficiency – We operate 14 flow meters, 2 rain gauges, and conduct ongoing visual inspections.
