City of Elkins Completes Canvass of 2025 Municipal Election
Elkins, WV, June 16, 2025: Today, the City of Elkins’ Board of Canvassers conducted the official canvass of the June 10 municipal election at the Phil Gainer Center, in accordance with West Virginia State Code.
A canvass is the formal process by which election results are verified and certified. As outlined by the West Virginia Secretary of State’s office, municipal election boards—in this case, the City of Elkins—must convene after an election to review and tally all votes, including absentee, provisional, and early ballots, ensuring accuracy and resolving any discrepancies.
Elkins’ Board of Canvassers included the city clerk (who oversees the canvass) and seven of the 10 Elkins City Council members. The city attorney was present in an advisory capacity for the first hour of the canvass.
Following the completion of the canvass, the board will submit its certified results to the West Virginia State Election Commission later this week for final review and statewide certification. This process upholds election integrity and transparency through the following steps:
- Verification of Election Day votes, ward by ward.
- Review of ballot counts to ensure the number of ballots cast matches the number of stubs.
- Tallying of provisional and absentee ballots, along with any spoiled ballots (e.g., those with voter errors or damaged).
- Counting of uncast ballots. (Note: Council members only verify ballots cast outside their represented wards.)
Today’s canvass affected two of the five ward vote counts:
- First Ward: Incumbent Robert Clee Chenoweth, who ran unopposed, saw his total votes increase from 36 to 37.
- Second Ward: Incumbent Lisa Severino, also unopposed, had her total votes rise from 35 to 37.
The results will be officially certified on Wednesday, June 18, at 11:00 a.m. Per West Virginia law, certification must wait at least 48 hours after canvassing to allow candidates to request recounts.
