City of Elkins Prepares Condemned Four Seasons Property for Demolition

Elkins, W. Va., May 15, 2025: On Wednesday, May 14, an external company installed a fence around the property formerly known as the Four Seasons Motel. For security purposes, no one is permitted to enter the condemned property, which is now completely secured from any access by the public.

During the next six weeks, a pest control service contracted with the City will treat the property on a weekly basis to ensure it eliminates all pests. At the end of the six weeks, the service will complete a final perimeter treatment around the former Four Seasons property as part of the City’s commitment to best protect surrounding property owners from any future infestations. The City’s goal is to prepare the property for complete demolition.

In the meantime, the City will conduct asbestos testing within the property. City officials are also working on a bidding process for contracting out the property’s demolition.

As a reminder, the following is a timeline of key recent events about the Four Seasons property over the past several months:

  • December 31, 2024: The property manager, with assistance from area law enforcement, served all building residents with notices to vacate.
  • April 15, 2025: The property manager requested that the City of Elkins disconnect water service to the building, citing the removal of internal water piping. The City terminated all water service on the same day, as requested.
  • April 16, 2025: City of Elkins Code Enforcement notified the property owner that water service would have to be reestablished within 48 hours to avoid condemnation of the building as “unfit for human habitation” under §108.1.5 of the International Property Maintenance Code (IPMC).
  • April 22, 2025: After verifying that the water service had not been reestablished, City of Elkins Code Enforcement, supported by the Elkins Police Department, posted the building with notices of condemnation as required under IPMC §108.1.5. and verified that all occupants had vacated the premises.
  • May 8, 2025: The City of Elkins finalized the purchase of the Four Seasons building following confirmation that all former tenants had permanently vacated the premises.
  • May 14, 2025: The City of Elkins fenced off the condemned Four Seasons property to prepare it for demolition.

The City of Elkins will continue to share with residents any additional information about future steps concerning the Four Seasons as it develops a plan for this property.
