City Hall News: Week of November 30, 2025
Elkins, WV, November 29, 2025: The City of Elkins urges residents and business owners to sign up for emergency text alerts. Anyone with a mobile phone can receive important alerts including weather warnings, street closures, and water outages. They will also receive reminders about changes to city services due to holidays. Please sign up at https://cityofelkinswv.com/alerts/.
Sanitation Department Updates:
For December, note that the monthly bulk pickup service runs as follows:
- Monday weekly trash pickup: Bulk pickup is Monday, Dec. 1
- Tuesday weekly trash pickup: Bulk pickup is Tuesday, Dec. 9
- Wednesday weekly trash pickup: Bulk pickup is Wednesday, Dec. 17
- Thursday weekly trash pickup: *Moved to Monday, Dec. 29
- Friday weekly trash pickup: *Moved to Tuesday, Dec. 30
The change in the Thursday and Friday schedules is due to how New Year’s Eve and New Year’s Day fall on the calendar this year.
Note that this free service is for ONE ITEM only, such as an appliance, TV, mattress, or piece of furniture.

Alternative Transportation Options
The City of Elkins reminds residents that Country Road Transit’s dedicated staff runs two routes throughout Elkins Monday-Friday, 8:00 a.m.-4:00 p.m. Please read https://cityofelkinswv.com/CRT/ for more information; you may also call 304-636-6472 or 1-877-636-6472.
The City of Elkins has upgraded its digital infrastructure with its transition to a .gov domain. Our new online address is now https://cityofelkinswv.gov. Everyone may still email City of Elkins employees and access our website using the .com domain (suffix). The change to a .gov domain provides a more secure environment for the City’s conducting of business with its residents and vendors. City Hall Business
The next Elkins City Council meeting is on Thursday, December 4, at the Phil Gainer Community Center, 7:00 p.m. The City Clerk’s office will post the agenda early in the coming week.
The following Committee meetings are scheduled as follows:
- Personnel: Mon., December 1, 1:00 p.m., at the Phil Gainer Center. Items of business include revising the City’s grievance process policy and authorizing the public posting of a new HR Director position.
- Public Safety: Mon., December 1, 2:30 p.m., at the Phil Gainer Center. There will be an update on the public safety camera system.
- Rules and Ordinances: Mon., December 1, 3:30 p.m., at the Phil Gainer Center. The committee will discuss a council rules amendment and two speed limit requests.
All City Hall meetings are open to the public and are held at the Phil Gainer Community Center, 142 Robert E. Lee Avenue Extension, in Elkins, unless noted otherwise.

City Hall Renovations
The City Hall building at 401 Davis Avenue is currently closed for renovation since September 2024. Contractors are now working on a $4.1 million project to repair and prevent future damage from flooding; install modern HVAC systems; improve safety, accessibility, and security; and update and modernize workspaces.

Finance Department Update
Utility and in-city fire fee bills were mailed out November 26 and are due December 18. Utility shutoffs are scheduled for December 3 for unpaid water bills that were due November 20. First due fire fees are due on December 4.
