Regional Task Force on Addiction, Homelessness, and Mental Health Update: April 24, 2025
Elkins, WV, April 28, 2025: The Regional Task Force on Homelessness, Addiction, and Mental Health continues its partnership with community organizations across North Central West Virginia to address these critical challenges. Although the City of Elkins does not provide social services directly, these local groups are taking proactive steps—with the City’s support—to develop solutions, as highlighted in the recent April 24 meeting.
Key Updates from Community Partners:
- Centers Against Violence: Launched free classes on healthy relationships, bystander intervention, and financial wellness.
- First Choice Services/Buckhannon PD: Preparing for “Save a Life Day” (September) and free youth program (June 4–7 at Wesleyan; seeking volunteers); They are also addressing the rise in youth THC overdoses from vape pens.
- Jobs & Hope: Hosting job fair May 1 at Phil Gainer Community Center; collecting book donations.
- RCHA: Rehousing opportunities and workforce development programs available – visit their website for more information.
- Randolph County Family Resource Network (RCFRN): Upcoming Community Baby Shower (May 3) and HOFNOD youth event (May 10).
- Appalachian Community Health Center: Recovery celebration event planned for July 19.
- Community Care of WV: New PAX Good Behavior program helps mothers reunite with children post-recovery.
City of Elkins – Led Initiatives:
- Mayor Marco mentioned working with the City of Elkins to draft ordinances to require state certification for recovery businesses, thereby preventing the exploitation of vulnerable populations. He also mentioned that the Game Changers youth program seeking coaches (posting in June).
- EPD Chief Bennett shared his perspective on recent drug trends (pressed Xanax bars, a resurgence in crack cocaine) and a homeless population influx due to an increase HUD vouchers (a reported 160-plus applicants, including out-of-state residents).
Next Steps:
The Task Force will schedule its next meeting on Thursday, May 22, at 1:00 p.m. at the Phil Gainer Community Center. Residents are encouraged to engage with participating organizations to volunteer or share their ideas.

Established in May 2021, this task force brings together local officials, law enforcement, and community organizations to address homelessness, substance abuse, and mental health needs; it meets monthly in Elkins, WV. The Task Force strives to identify gaps in services, coordinate resources, and implement sustainable solutions to these challenges in North Central West Virginia—including identifying peer recovery support specialists (PRSS), safe sober-living spaces, and expanded recovery facilities.
