City of Elkins Warns Against Unauthorized Tampering with Water Meter Pits

The City of Elkins Water Department has recently observed multiple instances of residents accessing water meter pits to turn their water service on or off without authorization. In addition to risking damage to sensitive equipment, this violates West Virginia Public Service Commission (PSC) code §24-1-1, which prohibits unauthorized use of utility-owned infrastructure.

Even if accessing the meter pit is necessary because it is the only way to turn off water to the structure—such as during repairs—it is still illegal for property owners to do this themselves. Customers should have a shut-off valve located on their property’s water line; valves located on the water meters, which across Elkins are in the water meter pits, are for the utility’s use only.

Only approved personnel from the Elkins Water Department may access meter pits—residents must coordinate with water system personnel if they require any adjustments.

How to Report Water Service Issues

If a resident experiences a leak and lacks a shut-off valve past the meter, they must contact:

  • Elkins Water System (7:00 a.m. to 3:30 p.m., Monday-Friday): (681) 298-5200
  • Utility Billing: (8:00 a.m. to 4:00 p.m., Monday-Friday) (304) 636-1414 (Option 3)
  • After-Hours Emergencies: Dial 911 or (304) 636-2000, and request Water Department assistance

Note: A $25 after-hours fee applies if a crew is dispatched outside the Elkins Water System’s normal business hours (7:00am to 3:30pm Monday – Friday, excluding holidays).

Consequences of Unauthorized Access & Non-Payment

Tampering with the City of Elkins’ water infrastructure may result in legal penalties, including fines under city law and Public Service Commission (PSC) of West Virginia regulations.

In addition:

  • Unpaid fees and fines follow standard utility billing policies.
  • Per West Virginia PSC rules, reconnection after non-payment occurs within 24 hours of balance settlement.
  • For same-day reconnection, payments must be made by 3:30 PM; otherwise, service resumes the next business day.

A Shared Responsibility

The City of Elkins takes the safety and integrity of its water infrastructure seriously. Unauthorized access to water meter pits not only violates the City’s municipal code but risks costly damage to publicly owned equipment. To ensure safe, reliable water service and avoid unnecessary fees, residents must contact the Water Department for assistance with any meter-related issues.
